William Clark Jr. is an ambitious cop who becomes the youngest police
commissioner in the history of New York City. Years later, Walter looks back on
his success, and finds that it’s come at a high personal and professional cost,

enforcement fail.
As Clark
continues to investigate the many assignments that come his way, his younger
sister moves in with him and his life is complicated by her desire to find
their estranged mother. Adding to his burden is the strained relationship of
his fellow detectives, Tony Arroyo and Don Owen.
